To first encounter the warden at the Town Center, you must have already become Diakor's vassal,[1] have already discussed with Vandeel his desire to keep having public clothing "accidents",[2] have perplexed Iron enough that he decides to ask someone he knows about the strange extra-temporal feelings he's been having,[3] and have fulfilled Commander Garthoz's needs along with having spoken about him to Diakor and the Sovereign's need to have an Executioner with the right outlook.[4] Once all of this has been accomplished, you will find in the town center a large gathering of people around an official Crown warrant notice for your arrest for public indecency. You will then find yourself confronted by Malakar, along with a guilty looking Iron and Steel, who will all arrest you and throw you in the Barracks jail. Iron will be there when you wake up, explaining that you shouldn't be in there too long and that you should listen to what Malakar tells you to do to finish your punishment faster. Unsurprisingly, Vandeel is locked up here as well. He's then sent back to the forge under house arrest. Malakar, meanwhile, gives you some physical punishment over several days.[5] This ultimately results in you staying in jail for an extended period of time and becoming a sort of pet for the warden to let off steam.[6]
Upon the reversal of the timeline, you can speak with Captain Ran and he will direct you to turn yourself in directly rather than letting Malakar catch you. He can't keep the warden busy with paperwork forever, after all.[7] You go to the Barracks jail yourself and encounter Malakar, who knows Ran must have sent you to avoid him winning their agreement. He still wants to put up the wanted poster though, since he spent time making it. He explains that, as the Judge, Diakor has given him the ability to know exactly how someone looks even from the smallest description so long as the person he's speaking to has seen the suspect. He tells you to go and see Garthoz to get your charges officially dropped.[8]
