The first encounter with the large specimen of a man takes place during [[Kubas]]' investigation questline. He will be initially found by following either [[Shlar]]'s stealth route<ref>Shlar Talk 12</ref> or by being informed of Voltor and the Naga by [[Sparky]].<ref>Sparky Talk 13</ref> After speaking with Kubas once either route has been taken,<ref>Kubas Talk 6</ref><ref>Kubas Talk 7</ref> a new option will appear at the [[West Gate]] to stake out the still somewhat unknown visitors. This will lead to meeting Voltor properly after you accidentally fall asleep during your stakeout. The strange wolf with glowing marks will seem intimidating, but [[Diakor]]'s encouragement will cause you to talk to him. When you start hearing the wolf's voice in your head, you wonder if [[Azlos]' prior centaur speaking potion also works on other species. After you decline his inquiry about eating you, Voltor suddenly declares that you both are mates and will forcibly take you to meet the Naga. The serpent says he'll allow Voltor to keep you as a pet, but you quickly interject that a home has been prepared for them in the [[Town]]. Though somewhat wary about doing so, the Naga agrees to go through the gate with you as a somewhat hostage and to have [[Geve]] get your leader. The guard returns with both [[Ran]] and Kubas and the discussion leads to the Naga agreeing to reside in the town and obey the rules therein. Kubas wonders what the purpose of this is and tells you to make friends with the pair and learn more about their intentions.<ref>Voltor First Time Meeting</ref>

Voltor is a wolf town resident from the visual novel GameOver. A pet of the unnamed Naga, his large stature requires him to walk on all fours in most cases, which also reveals his more bestial nature. Not able to communicate with words, telepathic conversations are the only ones available outside of nonverbal communication that he is capable of with other canines. Highly interested in you as a potential mate, his only thoughts seem to be in doing the deed with you and little else. But perhaps there's more to his backstory, abilities, and intelligence than meets the eye.
