Nel is a otter secretary for Mayor of the town, Sep, in the visual novel GameOver. This job frequently sees him running around town delivering packages and messages to the other inhabitants. He has one Bad End to discover.
Personality
A vivacious, bubbly ott, Nel is immediately a friend to presumably all he meets, especially those he admires in some way. He also has a tendency to go overboard on his hero worshipping, speaking over others in conversations, and then ending them just as abruptly. He also gets embarrassed about this and about most other things when engaged with directly on his activities.[1] In fact, in order to rein in these impulses, he made a deal with Varok to have some mental manipulation done on himself so he wouldn't get so carried away and put himself at risk of revealing critical information to those who shouldn't know it. Since, as the Mayor's secretary, he is privy to a number of secrets that need to be kept hidden.[2]
Questlines
First encountered in the Town Center, the enthusiastic otter will seem to recognize you immediately, to your confusion. He identifies you as the newly arrived stranger from the northern forest path and asks if the rumors are true about you fighting any number of wild beasts and demonic fiends. He'd even heard about there being a Cerberus and a dragon living around the town in years past. He thinks you're being modest in saying you saw none of that and considers you to be a hero.[1] He next questions you on your thoughts about him and whether he counts as cool enough to hang around the great hero. He thinks he needs to do something impressive to really showcase that, but you tell him he's fine as he is. Instead, he thinks up some humbler things to expand his boundaries, such as eating something he's never tried before, offering to then invite you over to try it sometime.[3]

To Be Removed
As personable as Nel is, getting him to truly open up and be closer to you is a complicated affair. In a manner of speaking, he uses and is used by his own mentality to shield from actually becoming closer to others. So for as much as he is nice to strangers, one has to be a well known commodity in the town to have even the opportunity to get Nel to talk about himself.
Interacting with the other main characters living in the town (along with having some theory-crafting between Vince and Azlos on how you arrived through the mist[8]) and getting Mayor Sep's approval, including by having some personal time with the mayor himself,[9] are all crucial to improving Nel's regard, though that isn't enough by itself. Beyond that, some advice from others wouldn't be amiss. Getting close to Azlos after finishing his quest and working for him repeatedly will eventually result in not only him giving you a delivery to make to Nel,[10] but also some advice afterwards on how to get closer to the wide otter.[11]
Strangely, the suggestion is for you to get close to Varok, but notes that the demon will have to feel personally in control of you in some way first.[12] Though you will also have to have willingly submitted to his will for him to trust you enough to improve your relationship with Nel.[13] At that point, Varok informs you that the same seal of submission he has placed on you, he also has on Nel and will help make the otter less shy around you.[14] After this point, Nel will open up around you and you'll be able to have some fun time with him in public, leading to more and more risky endeavors that embarrasses him greatly, but he never seems to try and stop you.
After running into Nel at Oscar's healing office when doing a delivery for Azlos,[15] which itself means you already had some overly intimate moments with Nel,[16] you'll have another later delivery to make to Oscar.[17] He'll inform you that Nel has begun working more consistently at the office because of the large amount of paperwork needed for all the patients.
